Can clinics advertise free consultations or discounts in India?
Not as a promotional hook. As of October 2026, the NMC's 6 October 2026 advertising guidelines treat inducements such as free consultations, discounts and limited-time offers as off-limits in promotion. A clinic can still publish its fees factually. The better way to attract patients is clear information, a strong Google Business Profile, educational content and a fast reply to every enquiry. Confirm specific cases with your counsel.
What do the NMC rules say about free consultations and discounts?
As of October 2026, the National Medical Commission's Guidelines on Ethical Advertising and Public Communication (6 October 2026), read with the 2002 Regulations, treat inducements as off-limits in promotion. A free first visit, a festive discount or a "book this week" offer used to pull patients in is an inducement. Factual fee information is a different thing.
The distinction matters because most clinics do not set out to break a rule. They copy what retail brands do. A dental chain runs "free check-up" banners, a skin clinic runs a monsoon offer, and a hospital pushes a discounted package on Instagram. Each of these frames medical care as a deal to grab, which is the thing the guidelines are written to stop.
Here is how common messages tend to sit. Treat this as a working guide, not legal advice, and confirm edge cases with your counsel.
| Message in an ad or post | Likely position | Why |
|---|---|---|
| "Free consultation this month" | Avoid | A time-bound inducement to choose the clinic |
| "Flat discount on laser sessions" | Avoid | Price promotion of a medical service |
| "Consultation fee: listed on our fees page" | Generally fine | Factual, verifiable information |
| "Health check-up package: tests included and price" | Generally fine if factual | Describes what the patient gets, without urgency or a "deal" frame |
| "Refer a friend, get a free session" | Avoid | Inducement linked to patient acquisition |
| "Lowest price in the city" | Avoid | Comparative claim that is hard to verify |

Do other Indian laws apply to healthcare offers?
Yes. The NMC rules bind registered doctors, but the clinic as a business also answers to consumer law. The Consumer Protection Act 2019 and the Central Consumer Protection Authority's 2022 guidelines on misleading advertisements cover "free" claims with hidden conditions. The ASCI code adds a self-regulatory layer for healthcare ads.
- "Free" must be truly free. Under the CCPA guidelines, a free claim that needs a paid test or a minimum spend can be misleading.
- Fee display. Where the Clinical Establishments Act or a state equivalent applies, establishments may be required to display their rates. Publishing fees plainly supports this.
- Claims about outcomes. Any offer copy that also promises a result pulls in further rules, including the Drugs and Magic Remedies Act.
How to attract people to your clinic without offers
Patients choose a clinic they can find, understand and reach quickly. That means a strong Google Business Profile, clear service pages, educational content in the doctor's own name, and a fast reply on phone and WhatsApp. None of these need a discount, and all of them compound over time.
- Google Business Profile. Correct categories, real photos of the clinic, timings, and replies to every review. Local "near me" searches lean heavily on it.
- One page per service. A patient searching for a root canal or a hair-fall consult wants a page that explains the service, who does it and how to book.
- Education, not promotion. Short videos and posts that explain a condition, signed by the doctor with qualifications and registration number, are allowed and build trust.
- Response speed. Many enquiries are lost because nobody calls back. A two-step follow-up, call then WhatsApp, recovers many of them.
- Hindi and regional search. In Tier-2 cities, many patients search in Hindi or a regional language. A few translated pages can reach people other clinics overlook.

How can I advertise my clinic within the rules?
Advertise the clinic, its services, its facilities and its doctors' credentials in factual terms. Use Google Ads for high-intent searches, Meta for awareness and education, and your website as the place every ad lands. Keep testimonials, before-and-after images, "best" claims and offers out of all of it.
A compliant ad still has to work. In our experience across 150+ healthcare and life-sciences brands since 2018, the ads that convert are specific: the service, the location, the doctor, the timings, and one clear way to book. A discount was rarely what made the difference. Clarity was.
Creative ways to increase patient volume
Volume grows when you widen the funnel honestly. Publish answers to the questions patients type into Google and ChatGPT, run awareness talks with schools or employers, build referral ties with nearby GPs, and use patient-education WhatsApp updates for people who have opted in. Each adds demand without discounting care.
- Monthly doctor-led Q&A on Instagram Live, focused on one condition.
- Answer-first FAQ pages, so AI Overviews and ChatGPT can quote your clinic.
- Recall reminders for existing patients who consented to them, such as dental six-monthly check-ups.
- Corporate wellness talks where the clinic shares information, not vouchers.
