If you run a clinic in Dubai and you have ever had an ad rejected by Meta, a landing page flagged by DHA, or a submission come back with three rounds of revisions before it cleared — this guide is the operating floor that fixes it. Plain-English explanation of DHA\'s advertising rules, the submission workflow, and the tactics that clear first-pass.

What DHA actually regulates in Dubai clinic advertising

The Dubai Health Authority pre-approves every piece of health advertising material that runs in Dubai. "Health advertising" is a broad definition. Six categories fall inside it.

1. Paid social creative

Every Meta and Instagram ad, TikTok ad, Snapchat ad, and equivalent paid social asset that mentions a medical service must be pre-approved.

2. Paid search creative

Google Ads headlines, descriptions, sitelinks, and callout extensions that promote a specific service are health advertising.

3. Clinic website content

Service pages, landing pages, doctor pages, and any content on the site that promotes a specific medical service is treated as health advertising material.

4. Google Business Profile posts and photos

GBP posts that promote a service — new treatment offering, promotional content — sit within the definition. Educational posts (dental hygiene tips, sunscreen advice) are lighter-touch.

5. Print, OOH, and broadcast

Any printed ad, billboard, radio spot, or TV spot that mentions a medical service. The pre-approval workflow is unchanged from digital.

6. WhatsApp broadcast and message templates

Meta-approved WhatsApp message templates that promote a medical service are health advertising. They pass through both Meta approval and DHA approval before broadcast.

The ten DHA advertising rules every Dubai clinic marketing head should know

1. Pre-approval is mandatory. Every image, video, caption, and headline about a medical service must be pre-approved by DHA before it runs. The approval reference appears on the creative itself.
2. Unverified superlatives are rejected. "Best," "leading," "top-rated," "number one," "most trusted" — rejected unless supported by a specific cited third-party source.
3. Comparative claims are rejected. "Better than X clinic," "cheaper than the market," "faster than any other treatment" — all breach the code.
4. Guaranteed outcomes cannot be claimed. "Guaranteed results," "100% success rate," "your pregnancy journey ends here," "flawless skin in one session" — all rejected.
5. Before-and-after is restricted. Signed patient consent required, no misleading lighting or filters, and restricted entirely for certain procedures.
6. Inducement pricing is prohibited. "AED 999 whitening special," "free consultation this weekend only," "bring a friend and get 20% off" — inducement-coded and rejected.
7. Endorsements come only from DHA-licensed doctors. License number visible, credentials cited, scope of practice respected. Non-medical influencer endorsement is effectively banned.
8. Patient testimonial requires consent and factual framing. No implication of guaranteed outcome for a future patient, no misleading edit, no compensation-based testimonial without disclosure.
9. Body-image pathologising language is rejected. "Fix your fine lines," "get rid of your imperfections," "correct your smile" — reframe around choice and clinical outcome.
10. The clinic license holder is the responsible party. Fines and enforcement action land on the clinic, not the agency, not the platform. This is why compliance-first creative is a business risk conversation, not just a marketing conversation.

The DHA submission workflow — how it actually goes

Understanding the workflow reduces the cycle from three rounds of revisions to one. Here is the sequence ICG runs on every campaign.

Step 1
Health Advertising License in place. The clinic itself must hold a valid DHA Health Advertising License. Without it, nothing can be submitted. Renewal is annual.
Step 2
Creative preparation. Every asset built with the license number placeholder visible, DHA-safe copy, and compliant imagery. Landing pages built in parallel with matching compliance.
Step 3

Change management. Any material change to a creative — new headline, new offer, new imagery — resets the submission clock for that variant.
Step 10
Renewal and re-audit. Approvals are time-bound. Annual license renewal and quarterly campaign re-audits are standard operating practice.

  1. Unverified superlative in the headline. "Best," "leading," "number one," "top-rated" — number one reason for a revision request.
  2. Comparative claim in the copy. Even implicit comparisons ("more affordable than typical," "faster than the industry standard") trip the code.
  3. Guaranteed outcome language. "Guaranteed results," "risk-free," "100% success" — instant flag.
  4. Before-and-after without documented consent. Or before-after for a restricted procedure. Or before-after with visibly different lighting or angle.
  5. Inducement pricing. Any publicly advertised discount, promotional bundle, or price-based lure on a medical service.
  6. Non-medical influencer endorsement. Even a lifestyle influencer captioning a "sponsored" visit to a clinic.
  7. Missing DHA license number on the creative. The number placeholder must be visible in the submitted asset.
  8. Body-image pathologising language. "Fix," "correct," "get rid of," "problem areas" applied to normal appearance.
  9. Testimonial without consent documentation. Patient photo, patient name, patient quote without a signed consent file.
  10. Landing page copy that contradicts the ad. DHA reviews the ad and the destination together. A DHA-safe ad that lands on a non-compliant page is rejected.

A complimentary consultation is permitted when not framed as a price-based inducement — the reason it exists (case complexity assessment, treatment planning) can be stated, but "free this weekend only" is inducement-coded and rejected.

Does DHA regulate WhatsApp broadcast content?

Yes. WhatsApp message templates that promote a medical service pass through both Meta template approval and DHA advertising approval before broadcast.

How often should a Dubai clinic re-audit its live advertising for compliance?

Is the DHA code the same across all Emirates?
