How Pharos Gate enforces pre-promotional content compliance
A typical Gate deployment is triggered by one of three events: (1) a UCPMP investigation that identified non-compliant promotional content in the team's recent output; (2) a global parent's pre-approval requirement for India promotional content; or (3) a medical-affairs head's decision to formalise the medical-legal-regulatory (MLR) review process for all promotional content.
Pre-promotional content governance. Every piece of promotional content (HCP-facing brochures, MR detailing aids, patient-information leaflets, conference materials, digital ads, social media posts) flows through Gate before external use. The platform routes content to the appropriate reviewers (medical, legal, regulatory) with structured comment workflows, decision audit trails, and version control.
UCPMP compliance scoring. Each content piece is scored against UCPMP 2024 criteria: balance of benefit and risk information, evidence-backed claims with source citations, no comparative claims unless supported by head-to-head evidence, no over-the-counter promotion for Schedule H/H1/X drugs, no patient testimonials for prescription drugs, no gifts or hospitality offers documented in promotional materials. Content that fails any criterion is blocked from approval until remediated.
Audit trail and approval defensibility. Every reviewer comment, every decision, every revision is time-stamped and stored in an inspection-defensible audit trail. When a regulator queries "who approved this content and what evidence supported the approval?" — the answer is one click away.
Regulatory framework
Gate enforces UCPMP 2024 (India), the Drugs and Magic Remedies (Objectionable Advertisements) Act 1954, Schedule H/H1/X drug-promotion restrictions, IFPMA Code (international parent companies), EFPIA Code (European parents), PhRMA Code (US parents), and the DPDP Act 2023 for PII-handling within HCP-facing materials.
